EN — procedures in Türkiye

Exceptional Turkish citizenship

A discretionary route with no public checklist, decided case by case. What can be described honestly is how the supporting documents are certified — and what a translation office cannot promise about the outcome.

Turkish legislation allows citizenship to be granted in exceptional cases on grounds defined by law. It is discretionary, decided case by case, and there is no public checklist of documents.

⚠ What we will not do

We will not describe who qualifies, and we will not suggest that a well-prepared file makes a grant likely. The decision rests with the state, and any translation office implying influence over it would be misleading you.

Whether this route is open to you is a legal question. Put it to a lawyer, and to the authority, before spending anything on documents.

⭐ What can be said with confidence

The certification rules do not change for a discretionary route. Foreign documents are apostilled in the country that issued them and then translated by a sworn translator with notarial certification. Turkish documents are submitted as issued.

That is the part we can help with, and it is the same in this file as in every other.

Supporting documents

Files of this kind are built on evidence of a contribution, a relationship, a status or a history. In practice that means qualifications, professional records, institutional letters, publications, awards, or civil status documents establishing a connection.

Each is treated as what it is. A translation renders the document; it does not characterise its significance, and it should not be asked to.

Presentation matters, within limits

A complete, legible, consistently spelled file is easier to assess than a disordered one, and that is worth doing properly. It is not the same as a file being persuasive, and the distinction is worth holding on to.

Sensitive material

These files often include health records or documents relating to legal proceedings. Those are special category personal data under Turkish law, handled with restricted access and short retention, and never sent through free machine translation or artificial intelligence services.

Where this fits

How sensitive documents are handled is described on special category data, and the ordinary certification chain on notarised translation explained.

Documents that cannot be obtained

Some applicants cannot obtain records from their country of origin at all. That is a real situation and it is not solved by translation: we can render what exists and describe it accurately, including what is missing from it.

What may stand in place of an unobtainable document is decided by the authority, case by case. Ask that question directly rather than assuming a substitute will be accepted, and never present a reconstruction as though it were the record itself.

Order of steps

  1. Ask a lawyer whether the route applies

Eligibility is a legal question decided case by case. Establish it before spending on documents.

  2. Ask the authority what it expects

There is no public checklist. What supports a file is determined for that file.

  3. Apostille foreign documents at source

The certification chain is unchanged by the route being discretionary.

  4. Keep the file complete and legible

Every page, every reverse side, consistent spellings throughout.

  5. Limit sensitive disclosure

Send only what is requested. Health and judicial records are special category data.

  6. Expect no prediction of outcome

No office can tell you how a discretionary decision will go, and one that offers to is not being straight with you.
