Why Türkiye cannot apostille a foreign document

This single misunderstanding costs people more time than anything else on this site. No office in Türkiye — governorate, courthouse, notary or consulate — can apostille a document issued by another country.

If you read only one page in this section, read this one. It is the mistake we see most often, and it is the most expensive one in terms of time.

⭐ Why it is impossible, not merely refused

An apostille certifies that a signature on a document is genuine and that the person who signed held the office they claimed. To certify that, an authority has to have the signature and the office in its own records.

A Turkish authority holds records of Turkish officials. It has no way of knowing whether a particular registrar in another country signed your birth certificate, or whether that person held that post on that date.

So this is not administrative unwillingness that persistence or a fee can overcome. There is nothing to check against.

Which offices cannot do it

  • The provincial governorate — it apostilles Turkish administrative documents only
  • The courthouse judicial commission — Turkish judicial documents only
  • A Turkish notary — notaries do not issue apostilles at all
  • Your own consulate in Türkiye — it may certify its own documents, but it does not apostille the issuing country’s records

⚠ If your document is already here

It has to go back. There is no substitute available in Türkiye, and translating or notarising it here first does not help, because the apostille is added to the original and then needs translating itself.

Practical routes: send it to someone in that country who can attend the authority for you, ask whether that country offers a postal or electronic service, or ask its consulate here whether it can assist with its own national documents.

The reverse also holds

No foreign authority can apostille a Turkish document. Turkish documents for use abroad are apostilled here — the governorate for administrative documents, the courthouse for judicial ones.

How to avoid it entirely

Before leaving a country, apostille everything you might plausibly need: birth and marriage records, criminal record certificate, diplomas. One document more than you need is cheap; one less is measured in months.

Where this fits

The mechanics are on apostille for documents sent to Türkiye, and the order question on apostille first or translation first.

Order of steps

  1. Apostille before you leave

Everything you might need, while you are still in the issuing country. This is the whole solution.

  2. Do not send unapostilled documents here

Work done in Türkiye on an unapostilled document does not advance the file.

  3. Use a representative there

Someone in that country can usually attend the authority under a simple authorisation.

  4. Ask about postal or electronic services

Some countries accept applications by post or online, which avoids sending the document twice.

  5. Ask the consulate about its own documents

A consulate here may be able to help with its own national documents, though it cannot apostille.

  6. Remember the reverse

Turkish documents for use abroad are apostilled here, by the governorate or the courthouse.
